Avi had his own recipe that he had mastered for personal consumption and when him and his girlfriend started sharing to social, there was an immediate request to buy his sandwich. 
Shortly after realizing he was sitting on gold, he started slanging sandwiches from home until they moved to a new kitchen at <a href="https://hwoodgroup.com/venue/bootsy-bellows/">Bootsy Bellows</a>, a tip night club in LA. Pretty good press guys!

<h1>Carla Cafe: A Pandemic-Born Pop-Up Making LA’s Best New Sandwiches</h1>

Like so many of us, when the lockdown hit in March, Avi Ahdoot was left thinking one thing: “Now what?”
The former tech worker had spent the majority of his 20s in the start-up world, working on an iOS app concept, but was suddenly faced with the need for supplemental income. The obvious pivot? Sandwiches, of course.
“I started making this aioli chicken sandwich at home. It was just something I’d wake up craving and couldn’t really find at nearby restaurants, so I started playing around with the recipe,” Adhoot says. “My girlfriend posted pictures of the sandwich on her Instagram, and immediately, friends and family began reaching out asking where they could buy it. I knew then that, at some point, I wanted to see if I could actually sell these things.”

Turns out, he could. Launched out of his house in May, Carla Cafe - named after the street he lives on - became a social media sensation. Now, it’s a counter pop-up in West Hollywood and home to some of our favorite new sandwiches in LA. Working with a team that now includes three additional cooks, his girlfriend Jessica Horell running front of house, and Mallori Lari, a close friend who was furloughed herself in late spring, as Director of Operations, Carla Cafe has moved into the kitchen at <a href="https://hwoodgroup.com/venue/bootsy-bellows/">Bootsy Bellows</a>, a well-known nightclub on the Sunset Strip, where they’re doing sandwich drops three times a week. 
Or should we say sandwich - singular. They only make one kind each day (which they announce on <a href="https://www.instagram.com/carlacafela/">Instagram</a>), but just know that whether it’s pesto chicken, tuna chop, or garlic aioli chicken, you’re in for an absolutely tremendous lunch. All pre-ordering is done through DMs on Instagram, so give them a follow and stay diligent - time slots fill up fast, and believe us, you don’t want to miss it.

<a href="https://instagram.com/carlacafela?utm_medium=copy_link">Garlic Aioli Chicken</a> - This is the sandwich that started it all, and still our favorite. We could point to the quality of vegetables, the perfectly cooked chicken, or a ciabatta bun that’s so crunchy you can hear someone bite into it a block away, but what takes this sandwich to the next level is the house-made garlic aioli. We’ve now gotten to the point where we just order it as an extra side, so we can dunk other things into it throughout the week.

Be kind to yourself and just say yes. And then blissfully bite back into that crunchy ciabatta bun.

Namely, fresh pesto and sun-dried tomatoes that give the whole sandwich a sweet, herbaceous flavor. If you want to take the whole thing up even a notch further, order an extra side of the garlic aioli to dunk it in. Trust us, you will not regret it.

As long as you pay attention to these things, it’s easy to ignore the hulking power plant behind you—and the noise of planes taking off from LAX. Dockweiler is far from perfect, but it’s accessible, centrally located, and rarely crowded. In Los Angeles, that counts for a lot.

<h1>L.A. council backs a pay cut for many city workers, blocks request to target LAPD raises</h1>

Los Angeles City Councilman Mike Bonin cast the lone vote against furloughs, arguing that they would force LAPD officers off patrol and into desk duties.

The Los Angeles City Council voted Wednesday to seek furloughs for more than 15,000 city workers, despite warnings that the move would harm critical city services and push police officers out of patrol cars and into desk duties.
Council members approved a <a href="https://www.latimes.com/california/story/2020-09-02/la-city-employee-furloughs-and-retirement-payouts">declaration of fiscal emergency</a>, which helps clear the way for many civilian city employees to receive one unpaid day off every two weeks — a 10% pay cut. Councilman Mike Bonin cast the lone vote against the furloughs, saying they would force LAPD officers to pick up some of the work of their furloughed co-workers, reducing the number of neighborhood patrols and slowing police response times.
Bonin asked his colleagues to first instruct the city’s negotiators to start the process of meeting with the Police Protective League, the union that represents LAPD officers, and present a proposal for delaying their scheduled raises and bonuses. That effort should begin before the furloughs go into effect, he said.
“There are some people who want more policing. There are some people who want less policing,” Bonin said. “But I don’t know that there’s anybody who wants us to be paying more to the LAPD for less policing.”
The council rejected that proposal on a 9 to 3 vote after the city’s top budget official said negotiators are seeking savings from every employee union, including the league.
“We’re going to need to talk to all of our labor partners — civilian and sworn — and we have already started those discussions about how to solve the gap,” City Administrative Officer Richard Llewellyn told the council.
Councilmen Herb Wesson and Marqueece Harris-Dawson supported Bonin’s push to ask the police union to defer its new <a href="https://www.latimes.com/california/story/2020-05-26/lapd-bonuses-los-angeles-city-coronavirus-budget-crisis">raises and bonuses</a>, which are part of a three-year contract that’s expected to add $123 million to this year’s budget. But both also voted in favor of the furlough program, which will not apply to police officers, firefighters, nurses and librarians, among others.
LAPD union officials have previously said they cannot be forced to give up their raises and have no intention of doing so. On Wednesday, the league criticized Bonin for singling them out, noting that the council already <a href="https://www.latimes.com/california/story/2020-07-01/lapd-budget-cuts-protesters-police-brutality">cut the LAPD</a> by $150 million in July, taking the department down to 9,757 officers — its lowest level since 2008.
In a statement, the union’s board pointed out Bonin voted last year to approve the raises.
“He’s having a tough time keeping track of all his flip-flops when it comes to public safety,” the union board said. “He voted to pay a competitive wage to police officers to recruit and retain them, and now wants to cut their pay to help his political ambitions.”
The debate over spending comes as the city faces its worst financial crisis since the last recession. Shutdowns following the outbreak of COVID-19 have left the city with additional costs and lower-than-expected tax revenue. Added to those pressures are a series of more expensive employee salary agreements.
Under the contract with the league, rank-and-file officers are on track to receive a combined 4.8% increase over the current fiscal year, which began July 1. The first of the union’s two raises — 1.5% — went into effect July 5. Another 3.25% is due in January.
On Wednesday, the council agreed to offer eligible workers <a href="https://www.latimes.com/california/story/2020-06-29/los-angeles-city-budget-crisis-retirement-payouts">up to $80,000</a> to retire, an effort expected to save $13 million. Meanwhile, LAPD officers are not alone in receiving raises during the ongoing budget crunch.
The city’s firefighter union received a 4.75% pay increase on July 5 and is poised to receive another 3% next summer, according to a city memo. The Coalition of L.A. City Unions, which represents a half-dozen civilian city employee groups, is slated to receive a 2% raise in January and another 2% in June.
Bonin said he is not seeking to have either the coalition or the firefighters union postpone or give up their raises. The LAPD is the “big kahuna,” he said, since it consumes more than half the city’s unrestricted funds.
“I wouldn’t support asking for concessions from the firefighters in Los Angeles,” he said. “Right now, they are the front lines of our battle against climate change and we have had a ... history in Los Angeles of decimating the Fire Department.”
Bob Schoonover, president of Service Employees International Union Local 721, made clear his union intends to keep fighting the pay cuts.
“We know the furloughs are illegal under our labor contracts and we will vigorously fight to defend our front-line heroes,” he said in a statement.

By the end of Saturday evening the sports landscape in Southern California seemed to ramp up overnight, sports fans who for many months didn’t get watch live sports due to the COVID-19 pandemic must have felt like it was Christmas in August.
During the day LAFC and the LA Galaxy re-started their MLS regular season facing off at Banc of California Stadium, while the Los Angeles Dodgers were reigning over the National League West with a walk-off home run, and the Los Angeles Lakers were asserting their control over their first playoff series since 2013.
With the Lakers, Clippers, and Dodgers all in position to bring home a title, this strange and terrible year could be filled with championship rings. If that happens it could turn out as a great sports year in Southern California.
The possibilities do bring up the question, what were the greatest years in Southern California sports.

<h2>Los Angeles Coronavirus Update: City Declares “Fiscal Emergency,” Furloughs Mayor Eric Garcetti Along With 15,000 City Employees Due To Pandemic</h2>

“This is quite a day and quite a time,” said Los Angeles Mayor <a href="https://deadline.com/tag/eric-garcetti/">Eric Garcetti</a> at the beginning of his news conference on Wednesday.
Earlier in the afternoon, the L.A. City Council voted to declare a fiscal emergency and approved plans to furlough more than 15,000 city employees. It also voted to carry out early retirement buyouts for another 1,280 employees to try to recoup as much anticipated lost revenue as possible due to the COVID-19 pandemic.
Each pay period’s furloughs of city employees represents a savings of $5.79 million, or $104.2 million in fiscal year 2020-2021, according to city documents. The council may still have to find additional savings.
The furloughs, which equate to about 10% of an employee’s annual salary, are set to begin Oct. 11.

City Council members said without implementing the furloughs, they would have to consider laying off employees.
Asked if he would be furloughed Garcetti said, “The furloughs apply to us as well as all city employees. That effects us directly as civilian employees, including those who work in our office. So, yes.”
Garcetti also said he gave up 2 months salary earlier in the year at the beginning of the pandemic.
“I absolutely believe that we have to lead by example and we can’t ask more from folks than we’re willing to do ourselves,” said the mayor. He noted that this will be “the same as we did in 2009.”
But unlike 2009, “This will be the toughest budget year we have ever faced,” he said.
Revenues for the 2021 fiscal year are currently difficult to forecast due to the pandemic, with the City Administrative Officer’s staff reporting they could come in anywhere between $45 million to $409 million below the estimate of $6.68 billion.
City Administrative Officer Richard Llewellyn estimated that Los Angeles has already lost more than $50 million, while noting that revenue projections were based on the economy reopening more fully by July than has occurred.
“We know now … that the best-case scenario ain’t gonna happen,” said Councilman Paul Krekorian, who chairs the council’s Budget and Finance Committee. “So that means … even after we enact furloughs, we’re still going to have a shortfall in revenues that’s going to have to be accommodated.”
Although Los Angeles is set to receive about $694 million in federal <a href="https://deadline.com/tag/coronavirus/">Coronavirus</a> Aid, Relief and Economic Security Act funds, that money cannot be used to replenish lost revenues, only to respond to the pandemic.
For the early retirement program, the city set a minimum 1,300 participation number, but the council voted to get rid of that requirement as the number of those volunteering to retire came up just short. City staff estimates the buyouts could save the Los Angeles an additional $13 million.
“We can’t sit and hope that Washington will ride to the rescue,” Krekorian said. “We can’t hope that we can reopen negotiations with labor, and within a month, get a solution that is going to save hundreds of millions of dollars. It’s unrealistic and we have to do the realistic thing of acting on these furloughs so that we don’t have to act on worse-(case) scenarios in a few months, because I can guarantee you that if we don’t, we will be faced with choices that are much harder.”
In an opinion piece published Wednesday in the Los Angeles Times, Councilman Mike Bonin laid out a proposal for the council to defer raises and bonuses for the Los Angeles Police Department’s union members.
“These police union raises are forcing budget cuts that will make Los Angeles less healthy, less secure and considerably less safe,” Bonin said. “Los Angeles cannot adequately protect, serve, or provide for its residents with these cuts and furloughs.”
According to Bonin, members of the police union are getting a 4.8 percent raise, plus $41 million in new educational bonuses, totaling about $123 million this fiscal year. LAPD officers will get an additional raise in 2022. Meanwhile, cuts to the salaries of other city employees through furloughs will “sharply reduce city services, including public safety programs,” he said.
Llewellyn said any adjustments to the early retirement program or the furloughs would have to be renegotiated with the city’s labor union — something that Los Angeles doesn’t have time to do amid looming budget deadlines, but he said further discussions could take place with certain departments on how to find additional savings.
“Our labor partners came to us and said, ‘We think we should look at a separation plan as sort of a long-term structural assistance with the choppy waters we were heading into potentially for several years,'” Llewellyn said. “Nobody likes furloughs and nobody likes separation plans, nobody likes service cuts, but the separation plan seems to be a reasonable way to proceed.”
Bonin’s deferral motion failed to get support, and he also failed to convince his colleagues to exempt Emergency Management Department employees from furloughs.

<h1>Killing of Dijon Kizzee by L.A. County deputies in Westmont sparks outrage, grief</h1>

Anthony Johnson spent Tuesday morning cleaning blood from the sidewalk where his nephew was shot and killed by two Los Angeles County sheriff’s deputies the day before.
It was a familiar scene for some in the Westmont neighborhood — Dijon Kizzee was the second man in three months to be killed by deputies within a block.
“Right now, I’m sad, and I’m mad at the same time,” Kizzee’s aunt Fletcher Fair said. “Why us? … We are tired. We are absolutely tired.”
Many questions remain about what led to the shooting of Kizzee, 29, who relatives said was visiting the South L.A. neighborhood from his home in Lancaster.

<h1>FBI investigating pilot's report of 'guy in jetpack' flying 3,000 feet in air near planes at LAX</h1>

LOS ANGELES - The FBI will be investigatingan incident that took place near Los Angeles International Airport after an American Airlines pilot reported seeing a mystery person in a jetpack flyingin the path of incoming jets Sunday evening.
"The FBI is aware of the reports by pilots on Sunday and is working to determine what occurred," a spokesperson told FOX 11 on Tuesday.
The American Airlines pilot reported via radio to the control tower seeing a "guy in a jetpack" as he was approaching LAX at about 3,000 feet and ten miles outfor a landing. In the video on this story, you can listen to the actual call to the control tower.
A second pilot also saw the incident. The plots reporting it using 'visual flight rules',meaning there was plenty of visibility, and it wasn't dark at the time.
Based on research, jetpacks can fly that high but is pretty uncommon. There's an assumption that peoplewith the technical and financial ability to fly at this extreme height and near an airportwould also understand the regulations around flying in LAX'sflight path.
One theory suggests that the incident couldbe an internet or social media stunt.
No one has come forward to say they wereflying a jetpack, and normally the promotional or fun videos we’ve seen of them are much lower in the sky, aimed at vacationers or thrill-seekers who blast off with a pack attached to their backs for a few seconds of low-level flight.

Efforts to find out more from the pilot went nowhere, and representatives from American Airlines told FOX 11 to contact the FAA.The FAA saidthey turned the report over to the LAPD for investigation, possibly trying to locate the person via a helicopter or ground patrol. The LAPD says they performed a flyover in the area but were not able to locate anyone that matched that description.
Two retired pilots who currently teach and consult on aviation safety say they would absolutely believe the pilot in that situation, given their trained eyesand visual awareness.
The pilot estimated the jetpack was only about 300 yards out of his window.
For now, it’s a mystery on many levels. Some are suggestingit was a mylar balloon or a small helicopter. Years ago a man in a lawn chair flew aloft with dozens of helium balloons tied to it.
All this is a very puzzling and potentially dangerous mystery, as you can imagine the consequences of that kind of mid-air collision.

<a href="https://www.google.com/amp/s/www.dailynews.com/2020/07/06/if-lausd-stays-online-for-fall-there-will-be-an-ambitious-set-of-expectations-says-superintendent/amp/">LOS ANGELES</a> — Los Angeles Unified Superintendent Austin Beutner said Monday there’s still no timetable on when school facilities may reopen due to the COVID-19 pandemic, and the district may need to create a balance of online and in-person classes for the next academic year that starts Aug. 18.
“As we look ahead to the start of a new school year, the challenge is to build on the foundation that’s been put in place over the past few months and apply the learnings to provide the best possible education for students,” Beutner said during his weekly coronavirus briefing.
In order to provide students with adequate education, the new school year will have to include a regular class schedule, attendance will have to be taken, daily live instruction must be given, and other requirements must be met, Beutner said.
During the next academic year, each school principal will host regular updates on their plans to reopen and provide education, and community administrators will hold regular town hall meetings to discuss issues related to the new school year, Beutner said.
“If these sound like an ambitious set of expectations, they are — and they’re necessary,” Beutner said. “COVID-19 continues to be a real threat to all the communities we serve, and it doesn’t look like that’ll change anytime soon. We have to do the best we can to adapt to challenges it presents.”
A team is working to simplify the technology teachers used at the end of last school year for online instruction, the superintendent said.

Public health officials are sounding the alarms: Rising coronavirus hospitalization rates. Rising visits to doctors. Increasing transmission rates.
One in every 140 people in L.A. County might actually have the coronavirus — the virus that causes COVID-19, the disease that has killed at least 3,534 human beings in Los Angeles County in a matter of five months, and infected more than a confirmed 116,000.
But as L.A. County’s new wave of infection grips the region, a question has emerged: If the spike in cases so severe, why isn’t that reflected in the death rate, which continues to fall? In fact, the county’s fatality rate went from 4% in late June to 3% on July 4. And if you look at the national picture, the case rate is going up but mortality rate is going down, too.
The rolling seven-day average of deaths at skilled nursing facilities has been on a steep decline since late June — a bittersweet silver lining amid all the sobering stats of late.
More than 1,700 people who have died in L.A. County were residents of skilled nursing facilities, and at one time they were the majority of cases.
But that hasn’t changed. 
Now, as the county’s Public Health Department reported on Monday, half of the people who are positive for the virus are now between 18 and 40 years old. And hospitalizations for people 18 and 40 years old have also increased from more than 10% of hospitalized cases in April to about 25% in July.
“There’s been quite a shift over the last three weeks,” Ferrer said Monday.
The percentage going to hospitals for the 65-and-older group has gone down.
In fact, Ferrer said there have been no new cases at skilled nursing facilities in the last 14 days — once a hot spot across the nation.
Ferrer suggested that the fact that the newly infectious are younger might mean they could be more resilient to the virus, though she noted with caution that younger people can succomb to the disease, too — especially those with underlying conditions.
“But they are a group less likely to die,” Ferrer said.
Still, though, from the governor’s office to Ferrer’s, there’s caution in assuming that the data will hold up.
Ferrer noted that while nursing home deaths are down, there’s concern that a result of community spread could mean more infections amid the people who work at such facilities, and those who contact the elderly.(Officials are monitoring to make sure that doesn’t happen.) And for weeks, public health officials have sounded the alarm about younger people who decided to not engage in social distancing — noting that they need to be mindful of who they might be exposing to the virus — who might be more vulnerable to it.
Ultimately, we’ll know within a few weeks, because death is a “lagging indicator.”
“The real factor that is playing into the numbers we are seeing now is that we often have a lagtime in deaths, from when we start seeing increases and hospitalizations,” Ferrer said. “Deaths will often lag behind slightly as much as one, two, three weeks.”
Gov. Gavin Newsom said on Monday said he had cautious hope that wouldn’t happen.
But hospitals are bracing for that surge in cases, nonetheless.

Police arrest man who kidnapped, raped and murdered Bakersfield teenager

A Los Angeles County man has been arrested on suspicion of murder, kidnapping, and rape in connection with the death of a Bakersfield teenager who vanished last week, <a href="https://www.kget.com/news/local-news/police-arrest-man-who-kidnapped-raped-and-murdered-bakersfield-teenager/">KTLA sister station KGET</a> reported Monday.
Thirteen-year-old Patricia Alatorre was last seen at her family’s home on Granite Hills and Crescent Ridge Streets in South Bakersfield the night of July 1, according to the Bakersfield television station Initially, Alatorre was reported as a runaway teenager.
“She did make a makeshift person in the bed. That’s not like her,” her mother, Clara, told the station. “She put her pajamas in the head part to make it look like somebody was in the bed, but she locked her door.”
The mother said her daughter had never run away before and there have not been any issues in the family. Her parents tried to locate her phone but found the signal ended on the freeway south of town. Police uncovered evidence in the case several days later.
“On July 4, video surveillance was located which depicted Patricia getting into a white older-model pickup truck,” Bakersfield Police Department Sgt. Robert Pair said.
Her mother added, “it sounds like she said, ‘Answer your Snapchat.’ We can’t tell if she said, “Am I leaving’ or ‘I’m not leaving.’”
Police found the truck in Inglewood Sunday.<a href="https://www.kget.com/news/local-news/bakersfield-police-detain-man-for-questioning-seize-vehicle-possibly-related-to-disappearance-of-13-year-old-girl/">They arrested the vehicle’s owner, 24-year-old Armando Cruz, in LA County.</a>
Cruz was booked on suspicion of 11 felonies, including first-degree murder, kidnapping, rape and possession of child pornography, among other charges involving contact with a minor.
It is unknown whether Alatorre knew Cruz.
“We’re not sure if she left on her own or somebody coached her out,” the girl’s mother said.

LOS ANGELES (<a href="https://losangeles.cbslocal.com/2020/07/06/california-lawmaker-calls-for-audit-of-edd-while-many-wait-for-benefits/">CBSLA</a>) — In the past three months, the California Employment Development Department has paid out $37.5 billion in unemployment benefits — but a number of people are still waiting to be paid, prompting a lawmaker to call for an audit of the department.
Rosa Castillo, who was a Lyft driver until the increasing risk and lack of rides forced her into unemployment in late March, is one of those still waiting.
“Very frustrating,” she said. “I feel like I’m at a dead end.”
Castillo is a single mom with a teenage son. She said she has applied four times for unemployment.
“So I have really nothing to survive on,” she said.
And her story is not unique — everyone who has contacted CBS Los Angeles for help getting their benefits said they cannot get anyone on the phone to talk about their claims.
“I just don’t feel like there’s anyone that’s ever going to answer,” Charmaine Tuilefano said.
Tuilefano said she has also applied for unemployment multiple times since she was laid off and still hasn’t received her benefits.
“But after waiting three weeks, then a month, then two then three then four, and still with no answer,” she said. “It’s really kind of hopeless.”
And phone data compiled by California State Assemblyman Jim Patterson (R-Fresno) backs up the women’s claims. Out of 1.5 million calls placed to EDD in one week of May — 600,000 of which were unique calls — only 150,000 people were able to speak with a person at EDD.
“And that boils down to a 25% answer rate which is absolutely unacceptable,” Patterson said.
In June, Patterson called for an audit of the department in a sternly-written letter.
“We need to do two things at the same time,” he said. “We need to get the attention of EDD to clean up their act now, but we also are going to have to get the auditors involved so that we can fix the longterm problems.”
Patterson said that a 2011 audit of EDD found that the department “failed to meet acceptable performance levels.”
“From 2011 to this very day, the EDD is still ‘planning’ to get their technology is order.”
The EDD said in a statement that representatives were working seven days per week to expand the department’s capacity to process claims and was hiring 4,000 additional representatives. The department also said it was enhancing its technology.
CBS Los Angeles also asked the department to look into claims filed by Castillo and Tuilefano.

Actor Sebastin Athie has passed away at the age of 24.
Disney Channel Latin America <a href="https://twitter.com/DisneyChannelLA/status/1279572381925867521">confirmed</a> news of his death on July 4.
"Rest in peace, Sebas. Your art and your smile stay forever. We regret the departure of Sebastin Athie and we will always remember him for his talent, companionship, professionalism and above all, enormous heart. We accompany his family, friends and fans in his farewell."
A cause of death was not immediately known.
In his most notable role, Athie played Lorenzo Guevara on the Argentine teen TV series "O11CE," which has aired on Disney Channel Latin America since 2017. According to his IMDb, Athie also appeared on the Mexican drama series "La Rosa de Guadalupe."
After his passing, Athie's co-stars and loved ones paid tribute to his legacy on social media.

<h1>More than 500 arrested in chaotic night of protests in downtown L.A. over killing of George Floyd</h1>

Demonstrators in Los Angeles protest death of George Floyd

Demonstrators marched through the streets of Los Angeles’ Fairfax District and surrounding areas Saturday in a fourth day of local protests over the death of George Floyd.
What appeared to be thousands of people converged by the Pan Pacific Park near The Grove, the Beverly Center and other major streets in the area around noon. For hours after, past 6 p.m., protesters marched through streets and at times clashed with police.
Following the <a href="https://ktla.com/news/local-news/l-a-officials-to-address-citys-safety-efforts-as-protests-over-killing-of-george-floyd-continue/">announcement of an 8 p.m. curfew</a> throughout the city of L.A., the Los Angeles Police Department declared gatherings in the Mid-Wilshire area an “unlawful assembly.”
“Those on the street are to leave the area immediately,” the agency said in a tweet.

Along Third Street near Fairfax Avenue, police officers formed a circle and were surrounded by dense crowds of protesters just after 2:30 p.m. with more than a dozen police vehicles lined down the street. Officers and protesters engaged in a tense standoff in an area where some climbed onto buildings, a commuter bus and a billboard. Sky5 was overhead as protesters gathered and marched.
At the intersection of Third and Fairfax, footage on the ground captured police shooting projectiles at a crowd and using batons. The Associated Press reported police in L.A. were firing rubber bullets, which a protester also told KTLA.
“But now all of a sudden you have people who are starting to get violent, which is the cops, and then what are we supposed todo?” the protester said, speaking from the Fairfax District. He did not give his name.
“You shoot rubber bullets. You shoot tear gas into a crowd … and how am I supposed to react?”
At one nearby intersection, people smashed the windows of a police car and spray painted it before it went up in flames. Crowds of people dispersed and ran from the car as billows of smoke and flames rose from its roof.

L.A. Mayor Garcetti <a href="https://twitter.com/LAPDHQ/status/1266868463030530051">announced a curfew</a> would be in effect for downtown Los Angeles between 8 p.m. Saturday and 5:30 a.m. Sunday. But officials later extended the curfew to the entire city.
The night before, a third evening of protests in downtown Los Angeles turned chaotic amid nationwide unrest over the police custody death of <a href="https://ktla.com/tag/george-floyd/">George Floyd</a> in Minneapolis. They ended with the arrest of more than 500 people, authorities said.
Many businesses were looted, several police vehicles were vandalized and six LAPD officers suffered injuries ranging from lacerations to impact wounds, the department said. Some also set fireworks in the street.
“Last night was a dark reminder of the perils of a society in turmoil and how our people stand to support peaceful expression while being ready to protect the rights of all,” LAPD Chief Michel Moore said.
Of the 533 people detained on suspicion of burglary, looting, probation violation, battery on police officer, attempted murder and failure to disperse, 18 remain in custody, police said Saturday.
LAPD did not have an estimate on the damages, but <a href="https://ktla.com/news/local-news/mom-and-pop-stores-hit-in-downtown-l-a-looting-are-immigrant-owned-run-by-black-and-brown-folks/">some advocates worry</a> about the harm done to small businesses owned and run by people of color.
Many have been peacefully protesting against police brutality over the past three days, at times blocking the 110 Freeway. But around 6:40 p.m. Friday, some demonstrators began to strike patrol vehicles near Fifth and Olive streets.
The protesters ran when officers gave chase, aerial video from Sky5 showed. One officer was swarmed by protesters after pushing a fleeing civilian into a car. That officer managed to escape.
LAPD quickly subdued the skirmish, but by 9:24 p.m., it <a href="https://twitter.com/LAPDHQ/status/1266586242130403328">declared</a> an unlawful assembly citing “repeated acts of violence [and] property damage.”
Videos from other parts of downtown show several stores being looted, including a jewelry shop, and at least one police car in flames. The LAPD chief tweeted an image of a Starbucks location with its windows and door broken.
“I am asking for all of Los Angeles to come together and find the ability to peacefully express individual and collective grievances while also maintaining the safety of all of Angelenos,” Moore said in a statement earlier Saturday.
Like Moore, L.A. Mayor Eric Garcetti and other local officials have expressed support for the public’s right to protest but asked them to do so peacefully.
Fontana, Rancho Cucamonga, Oakland, San Jose and dozens of cities elsewhere in the U.S. saw similar demonstrations as anger boiled over what happened to Floyd, a black man who died Monday after a white Minneapolis police officer was video-recorded kneeling on his neck while Floyd uttered “I can’t breathe.”
That officer, Derek Chauvin, was swiftly fired along with three other officers involved and has been <a href="https://ktla.com/news/nationworld/minneapolis-police-officer-who-knelt-on-george-floyds-neck-is-arrested/">charged with murder</a>.
Some Angelenos <a href="https://ktla.com/news/local-news/its-worse-today-than-it-was-back-then-watching-minneapolis-some-angelenos-recall-rodney-king/">said</a> Floyd’s death was a reminder of the police beating of Rodney King nearly 30 years ago.
“It’s worse today than it was back then,” Kerman Maddox, who lived near the center of the riots in 1992, told the <a href="https://www.latimes.com/california/story/2020-05-30/its-worse-today-than-it-was-back-then-watching-minneapolis-some-angelenos-recall-rodney-king">Los Angeles Times</a>.
In a statement Saturday morning, L.A. Council President Nury Martinez said, “…please protest, please march, please speak out, please cry out to racism’s injustice, including in our police departments, and please do so loudly, but please do so peacefully.”

Garcetti, earlier Saturday, was dismissive of seeking National Guard aid, but as the protests intensified Saturday, requested that California Gov. Gavin Newsom activate the force.
“This is no longer a protest,” Garcetti told local media Saturday night.“This is destruction. This is vandalism.”

“I will always protect Angelenos’ right to make their voices heard — and we can lead the movement against racism without fear of violence or vandalism,” Garcetti said in a statement Saturday.
“The vast majority of people taking to the streets are doing it peacefully, powerfully, and with reverence for the sacred cause they’re fighting for,” he continued. “This curfew is in place to protect their safety — and the safety of all who live and work in our city.”

The protests and riots broke out across the nation after Floyd died in Minneapolis police custody Monday.
An employee at a grocery store called police and accused Floydof trying to pass a counterfeit $20 bill. Floyd, who is black, was then arrested and handcuffed by Officer Derek Chauvin, who is white, and pushed to the ground.
Chauvin and three other officers were fired Tuesday in connection with Floyd's death, then Chauvin was arrested Friday on murder and manslaughter charges.

A cell phone video shows Floyd’s head is turned to the side and he does not appear to be resisting. Chauvin had his knee pressed to the back of Floyd’s neck for several minutes as Floyd is seen gasping for air and begging Chauvin to stop. He does not. Bystanders say they also heard shouting at Chauvin to take his knee off of Floyd’s neck.
Floyd, 46, died in <a href="https://www.foxnews.com/category/us/crime/police-and-law-enforcement">police custody</a> Monday night.
Chauvin was charged Friday with third-degree murder and manslaughter in Minnesota.

Los Angeles County declares coronavirus emergency

<h1>California reports first coronavirus death, in Placer County; L.A. County declares emergency</h1>

California on Wednesday reported its first death related to coronavirus.
Placer County Public Health officials announced that a patient who had tested positive for COVID-19 after returning from a cruise to Mexico last month died. The individual was an elderly adult with underlying health conditions and was the county’s second confirmed case of COVID-19, reported Tuesday night. Officials said that close contacts of the patient were being quarantined and monitored for the illness.
The person’s likely exposure occurred during international travel on a Princess cruise ship that departed Feb. 10 from San Francisco and sailed to Mexico, returning Feb. 21, officials said.
The patient tested positive Tuesday and had been placed in isolation at Kaiser Permanente Roseville.
The person likely had minimal community exposure between returning from the cruise and arriving at the hospital by ambulance on Thursday, health officials said. Ten Kaiser Permanente healthcare workers and five emergency responders, who were exposed prior to the patient’s being put in isolation, are now in quarantine. 
None of those 15 workers is exhibiting symptoms, officials said.

It’s possible that other cruise passengers may have been exposed, officials said. Placer County Public Health is working closely with Sacramento County Public Health and the Centers for Disease Control and Prevention to identify and contact other cruise passengers.

Gov. Gavin Newsom addressed the death shortly after the announcement.
<blockquote>“Jennifer and I extend our deepest condolences to the family and loved ones affected by this death in Placer County,” he said in a statement. “The state is working with federal officials to follow up on contact tracing of individuals that may have been exposed to provide treatment and protect public health.</blockquote>
<blockquote>“This case demonstrates the need for continued local, state and federal partnership to identify and slow the spread of this virus. California is working around the clock to keep our communities safe, healthy and informed.”</blockquote>
Newsom previously requested that the Legislature make $20 million available for the state to respond to the coronavirus, and announced the California Department of Public Health is dipping into its reserves of millions of n95 masks to distribute to healthcare workers on the frontlines of the coronavirus fights.
The governor told reporters on Tuesday that he’s prepared to declare a statewide emergency in the coming days if necessary to address issues such as staffing resources or to clear regulatory hurdles.
<blockquote>“To the extent we need additional resources, I always have the opportunity to do a declaration of emergency,” Newsom said. “We’ve already pre-drafted those things, but at this moment — as I stand here at this exact moment, and things change hour by hour — I don’t see that as necessary.”</blockquote>
The governor also said Tuesday that his administration is working to help address concerns about high medical bills for coronavirus testing.

As of midday Wednesday, at least 135 patients with the illness had been treated in 16 states, according to a New York Times database. The New York Times has been tracking every case in the United States for more than a month, using information from federal, state and local officials to keep an accurate count. The numbers in this article will be updated several times a day based on the latest information from that database.
The number of patients treated in the United States remains a small fraction of those diagnosed overseas, where thousands of people have died and tens of thousands have been infected. Most states have not had any confirmed cases. But as concern about a broader outbreak spreads, here is what is known about the current cases.
Patients have been treated in 16 states.
While coronavirus has been diagnosed on both coasts and in the Midwest, it has mostly been concentrated in just a handful of states.

Combined, California and Washington account for 83 of the cases. Those patients include a mix of people who contracted the illness locally, traveled in China or were passengers on the Diamond Princess cruise ship, which docked in Japan after an outbreak on board. Doctors in Nebraska, where there is <a href="https://www.nytimes.com/2020/02/18/us/coronavirus-omaha-nebraska-medical-center.html">a hospital unit specializing in biocontainment</a>, have treated 13 coronavirus patients, all of them former Diamond Princess passengers.
Health officials in Arizona, Illinois, Florida, Georgia, New York, Oregon, Massachusetts, New Hampshire and Rhode Island have all reported multiple cases of coronavirus. And individual patients have been treated in North Carolina, Utah and Wisconsin.

Forty-three Americans who spent time aboard the ship, where the virus spread among passengers and crew members, were evacuated and treated in the United States.
Those patients, who were flown out of Japan on two U.S. government flights, have received care at hospitals in California, Nebraska, Texas, Utah and Washington State.

 <blockquote>Dr. Matt Willis, the public health officer in Marin County, Calif., said one Diamond Princess passenger who tested positive was being monitored at a hospital there. The patient, Dr. Willis said, was “not sick at all” and eager to return home.</blockquote>


 <blockquote>“We’re just sort of waiting to see what plays out as the body fights the virus,” Dr. Willis said. “And potentially it could be weeks. And that’s tying up a precious hospital bed for a long time.”</blockquote>

Two passengers who traveled on a separate cruise last month from San Francisco to Mexico have also been diagnosed with coronavirus. Both of those patients, including an older adult who is critically ill, are being treated in California.
Many patients traveled overseas.
Though more and more unexplained cases have been identified, dozens of people with coronavirus in the United States recently spent time in a country with a larger outbreak.
A woman in Washington State who traveled to South Korea was diagnosed late last week. On Sunday, the first diagnosis in New York was announced, involving a woman who had traveled in Iran.
And over the weekend, health officials in Rhode Island said two people, including a teenager, who had returned from a school trip to Italy were diagnosed with coronavirus. Others who went on that trip were being held out of class, and the school was closed for deep cleaning.
There’s unexplained spread on the West Coast.
For weeks, nearly all the coronavirus cases in the United States could be directly connected to overseas travel or to close personal contact with someone who had recently returned from a trip. In recent days, that has started to change.
Health officials in California, Oregon and Washington State have all reported incidents of the virus turning up in people with no high-risk travel history, suggesting that it could be spreading undetected within the United States.
The toll has been especially severe at a <a href="https://www.nytimes.com/2020/03/01/us/washington-coronavirus-nursing-home.html">nursing home in suburban Seattle</a>.
Nine people have died in Washington State.
The first coronavirus deaths in the United States were reported over the weekend in King County, Wash., which includes Seattle.
The first fatality, announced Saturday, was a man in his 50s with underlying health conditions. The second, announced Sunday, was a man in his 70s who was a resident of the nursing home in Kirkland, Wash., where several cases have been identified.
On Monday, officials in Washington announced that four more people, including three nursing home residents, had died from the coronavirus. And on Tuesday, additional deaths were announced. Other residents of that facility were hospitalized in critical condition.
Several patients have already recovered.
Many people with coronavirus experience only minor symptoms, and some of the first patients in the United States have already recovered and returned to daily life. Those people include a man in Washington State, two people from China who were diagnosed while traveling in California, and a married couple in the Chicago area.

 <blockquote>“They have now had multiple rounds of negative testing for the virus and are clinically well,” Dr. Allison Arwady, the public health commissioner in Chicago, <a href="http://www.dph.illinois.gov/news/public-health-officials-announce-two-chicago-patients-released-home-isolation-cdc-guidance">said last month</a> as the couple was released from isolation. “They do not need to wear masks, and neither does anyone interacting with them. They have been cleared.”</blockquote>
